What is the thingumybob on the aft end of the side, looking like an inflatable with a pelmet over it? And what's the reason for the notches in the fin/rib running along below it?

(I am content to remain ignorant of who or what is Harvey. :D )
It's Harvey 38, he's resident there...

It's the latest addition to the Boarder Force fleet, no visible markings but it uses the name Swift when calling on VHF.

I was out of the water after sustaining some damage and one of the inflatable sponsons removed, it is assumed for repairs, there is also slight damage to the fibreglass hull. It's reported to travel at 40 knots +, given the running gear and very sleek hull, I'm not surprised😎

That seems a very expensive way to go about the job.

from what I have heard it never did get to its claimed top speed.
Was featured on Top Gear once with James May in the boat driven by Pete Dredge. think they were around £1 million but now a lot less

Did not sell that many and the company folded. there remained couple of unfinished boats I believe were purchased by a person in Southampton area,
He did have 1 for sale.

It's use is a platform for 24hr drone surveillance in the English Channel, I'd like to comment further but I'm sure I would end up with another bout of 'Shore leave'........

I have seen 2 different coloured ones ashore near Botley over a period of time, one was orange.
Could have been same one repainted!
