That seems a strange decision to make, I wonder what is the justification? Maybe they don't feel that they could open the showers and toilets satisfactorily?
It is a pity because if we manage to get down to the Blackwater later on we would have liked to visit, it is one of our favourite places.

It may be that the basin is still occupied by boats that originally were over-wintering but which are now staying put for the duration?

Added to which, visiting boats are more often than not rafted up to either other visitors or residents (there isn't a great deal of space) so that too might well be a factor

We like it there by the way!

What with the limited room and the jamboree around the lock, I can understand that it would have been difficult for them.We kept our boat there through most of the '70s and still enjoy it, though it lacks some of its earlier scruffy charm.
