Many Snapdragons were initially fitted with Petrol engines such as the old Vire 6 and 12 ... so I would assume if your 24 originally had the Vire with Dynastart - the panel pull would have been Choke ?

TBH - most Snappies only got panels later in life ... Vire's / Stuarts etc were so basic - a Panel would hardly be worth it ! But if someone in the past installed a panel ... then maybe Choke.

I assume now that you have a diesel engine ? Then I would assume the pull by the throttle lever may be the STOP fuel - to stop the engine ?

Worth following the cables of both - see where they lead ... probably find one is disconnected.

There is a very faint remote possibility but I've never seen on a boat engine ... a fuel Governor over-ride Cold Start ... basically pull it out and extra fuel is allowed to be injected - its how older trucks were setup ... Bedford TK's ... Ford D series etc.

Yes you will have to investigate behind the panel(s) Are they electrical ? one would assume so, but, could they be mechanically connected with wire? They may or may not have the same purpose. To stop the engine. If we assume they are electrical and momentary switches (Not ON/OFF) it is most likely that one, if not both, are operating a solenoid which is most likely to be energised to stop. In that case they could be wired in parallel, again assuming that they are normally open switches.
The proximity of the switches would indicate that they be for different purposes?? The OPs query raises more questions than answers.😵‍💫

Do yourself a favor and move the switch panel below.
Blank off the hole,
There is no reason to have all of that stuff exposed to the the weather.
You just reach into the cabin and start/stop the engine!
Here is my Yanmar YSE 8 start switch after 40 years.

I did the exact opposite with my Snapdragon. The original key panel was awkward to get at, under the companionway, with the stop/cold start cable even better hidden, meaning I had to leave the tiller to start the engine - rarely a good idea, as the boat would immediately wander off course. I made up a panel with a waterproof "ignition" switch, starter button, the warning lights and cable, all within easy reach from the helm, and it was one of the better mods I did on that boat. Security was provided by the starter battery isolation switch being below.

I reckon that being able to start the engine quickly from the helm is a useful safety feature, especially in crowded waters like the Solent. If I want the engine except at the start or finish of my journey, it's probably because there's a biggun coming my way and I want out from under NOW!

Like Stemar ... my panel is sited just inside companionway and means leaving tiller to start ... not so much an issue as I like using my Tillerpilot ... but it would be better if a decent panel was in cockpit at helm position.
My stop is sited at lower 'bridge-deck' fwd cockpit - dictated by the short stop bowden cable on the engine ...

One day I will sort a new panel ....
